JSPEC was developed at Jefferson Lab (JLab), primarily by Dr. He Zhang, and is used for numerical simulations of electron cooling and the intrabeam scattering (IBS) effect. It is an open-source package and is written in C++. This information and more can be found at JLab Electron Cooling repository and the JSPEC User Manual
