Next release

Merged add_scenario to develop since now passing tests!
Includes all UI, Scenario Viewer, and VERSPM updates
Now updating the tutorial, and plan to be done by end of week
Plan to pull through to master (to "release") once tutorial updated

Next steps

FHWA and ODOT review
RSG finish Scenario Viewer updates for VERSPM integration
Brian continue working on VEState (and VERSPM as a result when needed)
RSG and FHWA work on installer/build improvements
After review and revisions, FHWA pulls to VisionEval.org
