visioneval framework

Brian added functions for implementing linear models, binary logit models, and binary search
- Required additional time, but the code is more compact, understandable, and there is less duplication
Updated visioneval code to include units handling, as noted earlier
Brian made some updates to the 'model_system_design.md' documentation, but there is still more to do

Brian completed all the modules in the VESimHouseholds package. These modules include CreateHouseholds, PredictWorkers, AssignLifeCycle, PredictIncome, PredictHousing
Implemented the new module testing capabilities offered by the visioneval package

UI to setup a model, edit inputs, run the model, and view and export results is complete
Started working on integration of the RPAT Pilot Scenario Viewer
Will not update the UI to support multiple scenario generation by varying inputs in a range since this first needs to be added to the visioneval framework and then exposed via the UI, and the current project doesn't have the budget for this
@Tara to share existing scripts that generate multiple scenarios

We always need to have working versions in the repo so others can participate (i.e. review, comment, etc.)
@Ben to update the work plan, in conjunction with OSA and CH

@Brian update VERSPM to use new VESimHouseholds modules so we can fully test the updates
@Brian start on land use and system supply attributes modules after that
@Brian complete documentation updates
@Ben and @Jeremy test entire system once ready
@RSG continue working on scenario viewer integration
