Framework PRs

No new framework PRs since last week.

MPAS open development

• Several options were discussed regarding a possible (likely?) transition to open development
  • We could rename MPAS-Release to something like MPAS-Model, and redirection from the old repository name to the new name would be handled automatically by GitHub
  • We could rename MPAS to MPAS-Model, then create a new private repository named MPAS; pending communication from GitHub that this will work as intended, all forks of the old MPAS model should be able to function as before, while we could carry existing issues and PRs from the current MPAS-Dev/MPAS repository to the open development repository at MPAS-Dev/MPAS-Model.
