Branching strategy to facilitate community participation?

Completing the transition to MPAS-Model

• Close all pull requests to MPAS-Dev/MPAS/develop by next Monday, April 30.
• After that, delete the private develop branch. Default branch on private repo would then be set be master. The private master will be kept up with the public master.

Contributors' guide

Several sections were discussed:

• Expectations for contributors
• Workflow aspects of contributing (how and where to make branches, commit guidelines, etc.)
• Technical aspects of contributions (Fortran style, use of shared infrastructure, etc.?)
