Data.gov Mission and Strategy
The data.gov team has existed since 2009. During this time multiple administrations have come and gone, the OPEN Government Data Act was written and passed into law, the entire team has changed over (multiple times), the underlying technology and infrastructure has changed. All this to say there are many reasons why things are the way they are. Some of them are from meticulous planning, some from legacy decisions that are no longer relevant.
The following documents (most are google drive, gov access only) are a good place to start when looking at the data.gov mission and strategy: what do we do, why do we exist, and what is our future plan?
