This PR resynchronize hal_stm32 repository with the correct H7RS cube repository history.

Depends on this PR zephyrproject-rtos/zephyr#88419 to fix build error :

zephyrproject/zephyr/soc/st/stm32/stm32h7rsx/soc.c:47:2: error: #error Unsupported configuration: Selected SoC do not support SMPS
   47 | #error Unsupported configuration: Selected SoC do not support SMPS
      |  ^~~~~

sync soc files with the correct h7rs cube
repository history.
