Moved some of the files around and introduced a few:
- moved `utils/ucfai_exporter.py` to `apis/nbconvert.py`
- added `utils/syllabus.py` for actions regarding the `syllabus.yml`
- added functions to `utils/{banner,videos}.py` to better group those
actions together
Added Docker container support – this currently allows only for
development runs, but ideally will be used for validating pull requests
across the repositories.
