refactored directories; added docker support #46

Moved some of the files around and introduced a few:

  • moved utils/ucfai_exporter.py to apis/nbconvert.py
  • added utils/syllabus.py for actions regarding the syllabus.yml
  • added functions to utils/{banner,videos}.py to better group those
    actions together

Added Docker container support – this currently allows only for
development runs, but ideally will be used for validating pull requests
across the repositories.
