Remove autoware_utils from Jazzy

Please remove the following dependency from the rosdep database.

Purpose of using this:

The autoware_utils package is only supported on Humble, it fails to build on Jazzy.

While I don't really mind either way, can you please explain why you want to remove it? Also, @youtalk are you OK with removing it (since you are the one who originally added it)?

@clalancette we only officially support Humble for now, and autoware_utils is currently failing to build on Jazzy on the ROS buildfarm (see https://build.ros2.org/job/Jdev__autoware_utils__ubuntu_noble_amd64/11/console) because Boost.Geometry 1.76 (Ubuntu 22.04 shipped with 1.74, but Ubuntu 24.04 ships with 1.86) removed some code that we depend on (see https://www.boost.org/doc/libs/1_87_0/libs/geometry/doc/html/geometry/release_notes.html#geometry.release_notes.boost_1_76)

@clalancette Please remove it. We will fix it later to build with both Jazzy and Humble, and then restore it again.
