Remove support for the (deprecated) library authoring MFE [FC-0062]

Implements #1115

Removes support for accessing the deprecated Library Authoring MFE from Studio Home.

I have asked around and haven't been able to find anyone who is using this in production; plus we already deprecated it and indicated it would be removed by Sumac.
