Remove support for "library authoring MFE"

In both this MFE and edx-platform, remove support for the deprecated Library Authoring MFE. We can do this once we've achieved editor support for XBlocks in the new library authoring experience.

Ensure that when clicking on a (v2) library from the "libraries" tab of Studio home, a soft nav is used to take the user to the library home page. Currently, it causes a hard page reload due to the configurable redirect logic.

Part of #1086. Depends on the editors and continues from openedx-unsupported/frontend-app-library-authoring#439

Lastly, be sure to merge this PR in order to remove the library authoring plugin from openedx-tutor-plugins: openedx/openedx-tutor-plugins#25
