make .mCSB_dragger full height if there is no enough content #366

  1. fix .mCSB_dragger height 

    If content height is less then container height then calculated
ratio will be >1 making .mCSB_dragger height bigger then
.mCSB_draggerContainer. Fix this by making sure that ratio is
never bigger then 1.0.
