Update .mCSB_dragger height calculation:

  • make sure that height is never set bigger then .mCSB_draggerContainer;
  • make dragger full height when there is no enough content.

This fixes #364.

If content height is less then container height then calculated
ratio will be >1 making .mCSB_dragger height bigger then
.mCSB_draggerContainer. Fix this by making sure that ratio is
never bigger then 1.0.
