Changes proposed in this pull request:
create_changelog.shdoes not work so let's revert it to almost the original state from nats-manger and only allow entering the repo, in additionget-version-from-branchwas always producing0for the patch version, e.g.0.8.0. This PR makes it properly increment the patch version by 1.Related issue(s)
