🌱 devstack: build OVN from source #2319

What this PR does / why we need it:

In this PR we'll control the version of OVN to align with the upstream
devstack jobs building OVN and OVS from LTS versions.
This is largely a workaround to address some timeout issues that we
recently have and that with a controlled version of OVN we hope to
reduce.

Is there any merit to switching to CentOS here? It looks like openvswitch 3.3 is available pre-built (and 3.1, 3.2, and 3.4). Or is it just that we need some patch which isn't included in a release yet?

I think switching to another OS in our CI wouldn't be a terrible effort but not a quick workaround to get our CI back in stable state. We should consider that for the future though.
