✅ Nope, it's not powerful enough to run the mt32-pi software.

❓ Do I need to use a fan?
✅ Most likely not, maybe except if you plan on running the Vortex86EX chip at its highest clock speed or keep the whole system in a closed case or in a very hot environment.
