Api v2 update asset #39

This PR adds the documentation of PUT /api/v2/cases/{case_identifier}/assets/{identifier} and deprecates POST /case/assets/update/{cur_id}.

Some other tasks performed within this PR

creation of a package.json and package-lock.json to track the version of redocly that is used (updated the Makefile so that it calls the script now defined in the package.json)
creation of a first github actions in order to build the documentation at each commit
