  • Smarter throttling of cooling when power is low

First release of Real Active Radiators.

  • More realistic energy costs when moving heat from cold parts to hot radiators.
  • Can always cool parts regardles of ambient temperature. (unlike real radiators, stock KSP radiators will not pull heat if the ambient temperature is hotter than the radiator's temperature)
  • Fixes other issues with radiators (such as incorrect energy scaling during timewarp)
