[uxrce_dds_client] disable UXRCE_DDS_SYNCC by default #22463

If a system has both a GPS and a companion computer and UXRCE_DDS_SYNCC is enabled, there is the potential for them to fight over the time. If the companion computer does not have an accurate time source (no network connection) it might set the clock to some time in the past.

I am still having the issue from #22440, with the Time jump detected. Resetting time synchronizer.

Tried running the vanilla PX4 main branch gz_x500 sitl and all I did was manually start the dds ( 'MicroXRCEAgent udp4 -p 8888' ) and the error keeps showing up.

Without starting the DDS it does not happen.

@PerFrivik , could you open a dedicated issue for this?
Provide also info on your gazebo simulation, the real time factor in particular, so that we can try and replicate it please.
