センサに名前を付けた場合の挙動が不都合 #128

センサに名前を付けた場合の挙動が不都合が２つあった．

センサに名前を１度入れた後消去すると，名前のないデバイス(name: "")ができる．その場合に名前のないデバイスができるためchoreonoid_rosの挙動がおかしくなる．シミュレーションまで動作しているだが，bodyに変換するタイミングでチェックを入れ，名前を入れなかった場合と同一の挙動にしたほうがよさそう．
センサに重複した名前を付けることができシミュレーションまで動作するが，choreonoid_rosで同一名のトピックが出力される．重複は許さないほうがよいと思う．
