Also changed the bulk stainless steel costs from silver 20 -> 30. Let the colonists be poorer.

Some Bulk recipes were missing. The Synthread and hyperweave was also missing, guessed biofuel refinery, I added the ability to make them based on the steam page descriptions. Don't know if those recipes were missing intentionally but was getting annoyed that I had no way of making them after researching. Also changed the bulk stainless steel costs from silver 20 -> 30. Let the colonists be poorer.
