As of 14-Sep-16, added ebuild for snapd-2.13.
TODO:

1. Add signed version tag to verify successful installation on ~amd64 of both snapd-2.13 and snap-confine-1.0.40
   
2. Investigate strange package numbering for version and tag for snapd-2.14.2.16.04, develop package variables

As designed, =sys-apps/snap-confine-1.0.40 installed on Gentoo linux-4.4.6-gentoo kernel running systemd without errors on 2-Sep-2016.

Next, I will have to fork and modify snapd-gentoo into the main repository with the correct metadata and file structure.
