[#9933][YCQL][Part-3] DESC TABLE does not directly match the "CREATE …

…TABLE" command for number of tablets.

Summary:
Updated ZIP file with `cassandra-python-driver`. New driver version: 3.13.0.3 (from `yugabyte/cassandra-python-driver` repo).

The fix includes several parts:

Part-4: updated Thirdparty in `yugabyte-db-thirdparty` repo - new reference to the updated ycqlsh tool.
Part-5: the new thirdparty version should be referenced in `yugabyte-db` repo.
