• Removed calls to xscope_char

What's the reasoning behind removing the xscope probes? They are generally there as a debug feature and should cost nothing unless enabled.

There is one commented out xscope_char in uart_half_duplex that should be removed to make it complete.

Also, the source and license checks need run and fixed to ensure they are kept up to date.
