PR removes babel packages where possible.
Also, all babel package versions are updated to latest possible.
How Has This Been Tested?
Jest and manually.
Script to update all
@babelpackagesBy running
node scripts/updateBabelPackages.js, you will update all the packages starting with@babelto the latest version.
