CST version check

This is a draft pull request to document major changes in the files relevant to the trough model.

1. pySAM version was updated to 6.0.0 and the run_pysam_permian_trough model is updated to use the latest version of pySAM.
2. Variables total_aperture_area (output of the new surrogate) and land area are added to the surrogate model
3. The trough cost model was updated to include total_aperture_area, land area and indirect cost
4. The permian component file was updated to the fix maintenance_and_chemical_costs factor to be 0.

LCOH calculated in the solar_energy_base is very different than SAM LCOH
