HighDigitSAMs support

This release adds support to the fabulous HighDigitSAMs Mod V1.3.1 IC Hotfix.

Improved debug information

I improved the debug options. Most debug information is now printed to the dcs.log file.

These three options will output detailed information on every radar in the IADS to the dcs.log file:

samSiteStatusEnvOutput = true
earlyWarningRadarStatusEnvOutput = true
commandCenterStatusEnvOutput = true

The following options have been removed:

samNoConnection
hasNoPower 
ewRadarNoConnection

The following option has been renamed:
samWentDark renamed to radarWentDark

Bugfixes:

• Autonomous SAM sites would stay dark
• SAM sites under AWACs cover where not informed of IADS contacts
