notebooks and code to extract/plot dbhydro data for Lake O

to do:

• Need to figure out how to get nutrient data programatically
• add a gitignore
• clean the playfield
• probably edit environment.yml to include requirements for 2
• clean dataset.. there is a lot of old stuff.

Binder (aca interactive stuff for notebooks):

1. dbhydro_PN.ipynb -> P and N records for L001 and L004 stations. Needs datasets
2. dbhydro.ipynb -> playfield to develop programtic tools including get_river.py and scraper.py. Fetch data from web. Not made for the binder yet.
