0.9.9.9 Valheim Update

Sorry for the additional delays this update took, we made changes to the permissions and communication in our workflow to make sure it's not happening again!

Changelog (Valheim Plus related changes)

• Added new and previously unaffected floor brazier to be affected by torch settings. #691 @Tsusai

• Max Player setting now applied with a transpiler instead of a hook. #706 @healiha

Due to the extend of content changes in Valheim with some patches, its not possible for us to test every functionality.
