Use GitHub pages to serve the content for spec.oneapi.io. It was formerly hosted on AWS s3 and fronted with Akamai. The content was copied from the s3 bucket and saved a full archive offline. The new site only includes the top level and level zero. The releases/index.html was built from the sphinx doc that was used in the original AWS site.
