License the hub rewrite before many devs contribute to it

Is there anything reviewers should know?
Since the code in this rewrite has only been touched by Ryan so far, only he needs to approve it for us to be able to license it. This is unlike the OG hub which requires a ton of devs to approve.
It's probably better that we get this approved sooner rather than later so we don't end up in a similar situation to the OG hub.
