Dependencie Updates 2024-11-11 with pdfs

This is the same PR as #5527, but including puppeteer & chromium upgrades, which required a small styling tweak to .preformatted-text CSS for PDFs so notes would wrap correctly.

There's still some minor whitespace and other random failures in the PDF tests, but no real discernible difference; with Tenille's approval, we're replacing the expected PDF images and going forward with upgrading puppeteer and chromium.
