Checks list remain empty on plugin install until core upgrade will trigger regenration defined in /local/preupgrade.php This patch is fixing the issue.

Hi Skylar, these are two small fixes, one of which is capability definition and another one is to make plugin generate a list of checks upon plugin installing ( /local/preupgrade.php is not triggered during initial install).
