This adds some content to get the work going. I propose we organize this as:

Data Carrier (linkage from physical to digital)
Format and schema of the DPP VC itself
Linkage to upstream DPP VCs
Verifier policy recommendations

Well it doesn't seem like this is going to get picked up. Closing, I might add parts back individually.
