This covers features we still need - not tests (#1990)

Absorbing some comments from #1952

Task list:

(testnet) Make sure params work after current migration
Add queries for APY (for frontend)
Stricter genesis validation (check for missed program IDs, duplicate bonds for the same address and denom, etc - marked TODO in code)

Hi I looked into the conversation I think only tests for hooks using leverage module are pending ? And is anyone working on it?
