LIBDRUM-889. Remove CC license customization from local.cfg.EXAMPLE

The Creative Commons license customization to set the CC URL and
suppress the display of the "publicdomain" license is no longer
needed as a UMD customization, because the DSpace configuration in
"dspace/config/dspace.cfg" now includes these changes.
