A Warning about the WGRIB2 library

Developers are asked to not use the WGRIB2 library. Instead, use the NCEPLIBS G2 library:

https://github.com/NOAA-EMC/NCEPLIBS-g2 (Fortran version)
https://github.com/NOAA-EMC/NCEPLIBS-g2c (c version)

Pull requests that use WGRIB2 will be rejected.
