2020/12/9 update

1. bot command now is only avalible for Administrator
2. main cog add permission check
3. fix some bug in tweet_forwarder, by check request status.code and exception

2020/12/8 update

1. 去除存放已轉送推文之history設定
2. New feature: role distribute bot now can send message to the person who get/lose role
3. New feature: now tweet forwarding bot can send tweet to it's channel, send reply tweet to another channel.

考慮中功能：

• 嵌入喜歡次數
