Versions of tungstenite up to 0.20 contain a DoS vulnerability described in RUSTSEC-2023-0065.

Fix: updated async-tungstenite in utils-aio from 0.16 to 0.25.1

thanks, we will take a look at this. we need to first make sure that the new async-tungstenite works properly in our wasm build.
