fix: fix rosdep error by adding Eagleye dependencies to repos file

Fix for:

• rosdep install fails due to missing definition for rtklib_msgs and llh_converter #23

Added missing Eagleye dependencies to autoware.repos.

Tests performed

Build Edge.Auto from scratch up to eagleye_rt and confirm the rosdep issue is gone.

Effects on system behavior

It will build again whereas in the current revision it does not seem to.
