Calling 25+ api requests during batch processing can result in gateway timeouts. An optional random sleep buffer has been added
Normally the batch_pipeline.py file creates all the necessary directories, but the donor_data_pipeline.py should also be able to be run as a standalone script. An export directory is now checked and the hierarchy of required folders are created if they don't exist.
Used to complete [DATA-162]
This helps when loading this module externally in environments without dotenv and when there is no .env file needed (e.g. downloading a single dataset)

This is the first PR for merging the new donor data pipeline code used in creating the 300 JDRF datasets.
To keep things simple, this PR focuses on testing the core pipeline modules and flow. Additional PRs will be needed to test the batch processing scripts used to actually create the entire 300 datasets. The core pipeline can be tested using the src README's quick start guide by processing a single dataset.
