Use total value instead of APY (as a % over LUNA staked) to distribute alliance rewards. Using yield for distribution unfairly punishes chains who attracted LUNA stakers since more stakers reduces the yield. Instead, rewards should be distributed to total value (in USD) of emissions given to Terra as an ecosystem.
