Requirements

1. Authorized user can create polls/surveys.
2. The polls can be created in advance and specify the start/end date.
3. The poll should be able to vote only during specific time.
4. User can view list of available polls/surveys.
5. The poll can be answered single choice.
6. After the poll is created, user cannot edit anything.
7. The poll can be deleted poll after ended.
