Bazel is of the opinion that a few settings should be enabled for all code built by bazel globally (i.e.
-Wall) - so they're default c++ toolchains tend to have these flags enabled globally.This makes our builds extremely noisy however.
This moves these default
-Woptions to our common copts so that we can limit the noise to our own code.
