Updates to montage.py and code clean-up.

This is a minor release to pyvision3 that improves the ability to control annotation opacity in image and video montages. This release also has some non-functional changes in the code: black formatting and github actions integration for CI.

This release is available in pypi as pyvsion3==0.1.8
