Prepare v11.0.0-beta.2 for release

[Shaptic]

This updates the Horizon SDK with the latest Protocol 20 changes and marks it ready for release.

• the changelog is updated with all changes since [beta.1](https://github.com/stellar/js-stellar-sdk/releases/tag/v11.0.0-
  beta.1)
• stellar-base is upgraded to the latest beta
• Dependencies are updated: yarn upgrade-interactive --latest
• All code changes are a product of prettier getting upgraded to 3.0.0 which changed the default formatting.
