Increment block responses sent all the time #5387

Some tests were failing because the metrics did not increment the block responses when a proposal arrived AFTER the block reached 70% consensus (see miner_gather_signatures test in https://github.com/stacks-network/stacks-core/actions/runs/11520120250/job/32078155127?pr=5261#logs). Even though the signers still sent a response. Update every time we send a block response (this also enables duplicate proposals that are responded to be counted)
