Updated suggested rhel version from 8.0 to 9.5
As for centos, there is a blog post regarding newer version (9, see https://www.syslog-ng.com/community/b/blog/posts/installing-syslog-ng-on-centos-stream-9) but it's an experimental version, and nothing new appeared about it for 3 years.
