This PR will add code to jwst_reffiles to produce a gain reference file. For the moment, I'll leave this here with copies of the files that are currently in nircam_calib. These files will need to be heavily modified to make them more easily used (integrate with crds, make an installable module, etc).
We also need to decide upon the correct method to have here. In flight, the only data we will have for the creation of gain reference files are star fields. Should the code be changed to assume that and calculate one gain per amp? Is the goal even to produce a reference file, or to act as a check on the gain reference files created from ground testing data?
