Title.

Why / Balance

Acts as a bugfix to prevent swapping shells when it is closed upon first crafting/spawning. Also makes it consistant with all other boltable weapons.

Tested and does what it intends to.
The undelying bug where you can insert bullets into guns that spawn bolted should still be fixed of course (in another PR).
Would be great if you could make an issue for that.
